Reports - Date Range Selector - Ability to set custom start date ranges with rolling end dates

- Have this option available for reports and widgets used in account-level dashboards.
- Use case: A Customer would like to share a link to their report showing "All Time" data. With a rolling end date, their clients would always be able to see data from the beginning of their campaign until the day they open their links.

- Allow users to specify a fixed start date while the end date automatically updates over time. For example, a report starting from November 1, 2024, should extend dynamically each month, updating the end date accordingly

option on the date range settings to allow “custom” dates to be set from a pre-specified date to either CURRENT day or REPORT END day. For many metrics we are tracking over a long term time horizon and don’t necessarily want to use the “All Time” or “This Year / Last Year” setting.

User would like dashboard or report links to have the option to update to the most recent time period automatically. Ie, if a link to a report or dashboard is created with the "Last 30 Days" selected, (and the ability for users to edit the report date unselected) the report or dashboard link, will remain static to the original date range set at the time the link was generated, and will not, for example, update to the most recent 30 Days time period.

- Currently, this is only doable if you allow users to change the date range during the export. If you have this option disabled, the All Time's end date will always be fixed on the export date.
