Client Permissions - Control client access to specific custom dashboards

Currently, client users can access all custom dashboards. Add the ability to grant or restrict client access to specific custom dashboards.
This would allow agencies to tailor what each client sees, ensuring clients only have access to dashboards that are relevant to them.
Use case: User created 3 custom dashboard, but only wants the client/staff user account to view one of them

If you share a link to the dashboard, it will share all dashboards - even if the client access toggle isn't enabled. This may be confusing for the client if we are working on something separately and don't want them to see it and not all clients want to access the dashboard so we share the link instead.

currently this is limited to "client" or "staff" accounts. User would like to filter what staff member can access each dashboard
